NATIONAL PARK COLLEGE STUDENT GOVERNMENT ASSOCIATION BY-LAWS


Article I: Memberships, General Body Memberships:

  • Any student enrolled at National Park College may participate in SGA activities, meetings, and events.
  • Only students who meet the SGA eligibility requirements outlined in the Constitution and By-Laws may hold an official position within SGA.

SGA Board Membership

The SGA Board shall consist of: 

  • The Executive Council (President, Vice President, Treasurer, Secretary, Public Relations Officer, and Historian).
  • At-Large representatives, as defined in the Constitution.
  • Each SGA Board member shall have one vote unless otherwise specified.

Committee Membership:

  • Standing and Ad-Hoc Committees may include:
    • SGA Board members
    • Student Delegates
    • Other Students deemed eligible by the SGA

Article II: SGA Duties

All members of the SGA are required to participate in at least 75% of all regularly scheduled meetings and official SGA events, as defined by the SGA Board.

Attendance Policy:

  • Absences must be communicated in advance to an SGA Advisor or the SGA
  • Any SGA Member who falls below the attendance requirement without an approved exemption shall be subject to review and potential removal as outlined in Article VI: Removal from Office.

Section A: SGA President Responsibilities

  • Serve as Chairperson for the Elections Committee.
  • Preside over all SGA meetings.
  • Call all SGA meetings to order.
  • Set SGA meeting agendas.
  • Close SGA meetings.
  • Serve as a liaison between the SGA and administration.
  • Provide support to other officers.
  • Ensure compliance with the SGA Constitution.
  • Vote in the case of a tie.
  • Participate in SGA meetings and events according to attendance policies.

Section B: SGA Vice President Responsibilities

  • Serve as Chairperson for the Interclub Committee and oversee communications to other Student Organization student leaders.
  • Maintain a master calendar of events of NPC Student Organizations.
  • Serve as voting member of the SGA Board.
  • Serve as a liaison between the SGA and administration.
  • Provide support to other officers.
  • Ensure compliance with the SGA Constitution.
  • Assume the other listed responsibilities of the President in his or her absence.
  • Participate in SGA meetings and events according to attendance policies.
  • Perform Other duties as assigned by the SGA President.

Section C: SGA Treasurer Responsibilities

  • Serve as a member of the Interclub Committee and Events and Activities Committee.
  • Serve as voting member of the SGA Board.
  • Give a budget report at each SGA meeting.
  • Maintain the record of spending.
  • Oversee funding requests from student Organizations in good standing.
  • Participate in SGA meetings and events according to attendance policies.
  • Perform other duties as needed.

Section D: SGA Public Relations Officer Responsibilities

    • Serve as a member of the Events and Activities Committee.
    • Serve as voting member of the SGA Board.
    • Capture photos of SGA events and activities.
    • Coordinate outreach and recruiting events for SGA on campus, (ex.: orientations, student activities, social media campaigns).
    • Maintain SGA’s social media platforms based on NPC policies and regulations.
    • Produce and distribute event flyers and materials.
    • Participate in SGA meetings and events according to attendance policies.
    • Perform other duties as needed.

Section E: SGA Historian Responsibilities

  • Serve as a member of the Constitution Committee.
  • Serve as voting member of the SGA Board.
  • Capture photos of SGA events and activities.
  • Archive a chronological record of SGA photos, events, activities, and accomplishments.
  • Create and give a presentation of SGA’s accomplishments from the academic year during the Pass the Gavel ceremony in the spring.
  • Participate in SGA meetings and events according to attendance policies.
  • Perform other duties as needed.

Section F: SGA Secretary Responsibilities

    • Serve as a member of the Constitution Committee.
    • Serve as voting member of the SGA Board.
    • Record and distribute meeting minutes.
    • Post SGA meeting agendas and meeting minutes on the college’s shared network (e.g.

    SharePoint, D2L, NPC website).

    • Participate in SGA meetings and events according to attendance policies.
    • Perform other duties as needed.

Section G: At-Large Representatives

  • Serve as the chair or co-chair of a Standing Committee.
  • Serve as a voting member of the SGA Board.
  • Participate in SGA meetings and events according to attendance policies.
  • Perform other duties as needed.

Section H: Student Delegates

  • Serve as a liaison between first-year, dually enrolled, and part-time students and the SGA Board.
  • Bring student concerns, ideas, and feedback to the SGA Board for discussion.
  • Actively engage with students they represent to understand their needs.
  • Attend and participate in all scheduled SGA meetings unless excused per attendance policies.
  • Serve on at least one Standing or Ad-Hoc Committee as assigned by the SGA Board.
  • Assist in organizing and promoting SGA-sponsored events, activities, and initiatives.

Section I: SGA Advisor(s)

  • The SGA Advisor(s) shall be responsible for the guidance of SGA activities and shall act on the behalf of the SGA and NPC college administration.

Article III: Standing Committees

Section A: Constitution and Bylaws Committee

The Constitution and Bylaws Committee shall meet at least once per semester (or more as deemed necessary by the SGA Board) to review and form recommendations to update the SGA Constitution, By-Laws and SGA election policies.

Section B: Events and Activities Committee

The Events and Activities Committee shall form recommendations regarding campus events and activities and present those recommendations to the administration of NPC.

Section C: Interclub Committee (ICC)

The Interclub Committee (ICC) shall act as a liaison between all student organizations and the SGA Board. The ICC shall consist of one representative from each recognized student organization of NPC. The SGA Vice President shall serve as the ICC chair to ensure proper leadership and alignment with SGA goals. If the Vice President is unable to perform this duty, the SGA Board may appoint another officer to serve as ICC Chair at its discretions. A second representative may be added with approval of the SGA Board. The ICC shall meet at least once per semester (or more as deemed necessary by the SGA Board).

Section D: Elections Committee

The SGA Board Elections Committee shall oversee all SGA Board elections and shall review election procedures and policies annually for approval by the SGA Board.


Article IV: Standing Committees Member Duties

Section A: Chairperson Duties

  • Schedule meetings and ensure their respective committees meet on a regular basis.
  • Set and distribute their committee’s agenda.
  • Preside over and attend all their committees’ meetings.
  • Report their committees’ recommendations and activities back to the SGA Board.
  • Document and submit committee meeting minutes to the SGA Board.
  • Attend SGA meetings, following attendance policies outlined in the By-Laws.

Section B: Committee Member Duties

  • Attend all committee meetings.
  • Other duties as assigned by the committee chairperson.

Article V:  Ad-Hoc Committees

Ad-Hoc Committees shall meet for the purpose and duration determined by the President of the SGA Board. The duties of an ad-hoc committee chairperson shall be the same as Standing Committee Chairpersons, outlined in Article IV.


Article VI: Removal from office

Section A: Cause of removal for SGA Board members.

A member of SGA may be removed from their office for any of the following reasons:

  • Receiving either Academic or Disciplinary probation from NPC.
  • Not maintaining enrollment or GPA requirements.
  • Violating the Student Rights & Responsibilities within the NPC College Catalog as determined by the VP of Student Services.
  • Failing to fulfill their duties or meet the attendance requirements as outlined in Article II of the SGA By-Laws.

Section B: Procedure of removal for SGA Board members or Student Delegates

  • Any student or faculty member of NPC may contact the SGA Advisor about removal of an SGA member.
  • Concerns regarding an SGA member’s conduct shall first be addressed by an SGA Advisor. If the Advisor is unable to resolve the issue with the student within ten (10) days, the matter shall escalate to the Vice President of Student Services.
  • If the issue escalates to The Vice President of Student Services, that person will then notify the member of the concern(s) and proceed with formal review if necessary.
  • If the issue does not escalate to the Vice President of Student Services, The Board member in question may be removed from office by an affirmative vote of 75% of the SGA Board, excluding the referenced member and including an affirmative vote of the SGA Advisor(s).

Section C: Cause of removal for standing or ad-hoc committee chairpersons or members

Chairpersons or members may be removed from a standing or ad-hoc committee for any of the following reasons:

  • Receiving either Academic or Disciplinary probation from NPC.
  • Violation of the Student Rights & Responsibilities within the NPC College Catalog as determined by the VP of Student Services.
  • Failing to fulfill their duties or meet the attendance requirements as outlined in Articles IV, V, and VI of the SGA By-Laws.

Section D: Procedure of removal for standing or ad-hoc committee chairpersons or members

  • Any student or faculty member of NPC may contact the Standing Committee Chairperson, a member of the SGA, or an SGA Advisor about removal of a committee
  • If the Committee Chairperson is not the person of concern, he or she shall submit the concern(s) to the SGA Advisor.
  • Any student or faculty member of NPC may contact an SGA Advisor about removal of a committee chairperson or member.
  • Concerns regarding a committee chairperson or member’s conduct shall first be addressed by an SGA Advisor. If the Advisor is unable to resolve the issue with the student within ten (10) days, the matter shall escalate to the Vice President of Student Services.
  • If the issue escalates to The Vice President of Student Services, that person will then notify the member of the concern(s) and proceed with formal review if necessary.
  • If the issue does not escalate to the Vice President of Student Services, the committee chairperson or member in question may be removed from that position by an affirmative vote of 75% of the SGA Board, excluding the referenced member and including an affirmative vote of the SGA Advisor(s).

Article VII: Changes to the SGA By-Laws

The By-Laws may be changed by the following process:

  • Proposing a Change:
    • Option 1: A written proposal signed by five (5) SGA Board members.
    • Option 2: A student petition with at least 25 currently enrolled student signatures and sponsorship by at least one (1) SGA Board member to move forward.
  • Review and Consideration:
    • Proposed changes shall be submitted in writing to the Constitution and By-Laws committee for review.
    • The Constitution and By-Laws Committee shall assess the change(s) and return it to the SGA Board with any recommendations by the next regularly scheduled SGA meeting.
  • Campus Review and Comment Period
    • Once approved by the SGA Board, the proposed change shall be published and made available for public review for no less than seven days prior to the SGA meeting for the final review and vote for the change.
    • During this period, members of the campus community may submit comments or concerns regarding the proposed changes.
  • Final SGA Board Review and Vote:
    • After the public review period, the SGA Board shall review any feedback and make final recommendations on the change.
    • A two/thirds (2/3) majority vote of the SGA Board is required to approve the final version.
  • Administrative Approval:
    • Upon SGA Board approval, the amendment shall be submitted to the President, Vice President of Student Services and the President's Cabinet for review.
    • If approved, the change shall be forwarded to the NPC Board of Trustees for final approval and implementation.
  • Administrative Mandates:
    • If an amendment to these By-Laws is mandated by a policy or change in policy from the NPC Board of Trustees, such mandated change shall be incorporated into the existing By-Laws with no vote necessary by the student body.
