BACKGROUND/HISTORY
The purpose of this policy is to provide background and reasoning for this policy manual, as well as the expectations of National Park College employees to adhere to the policies and associated procedures herein.
SCOPE
This policy applies to all National Park College employees.
AUTHORITY
Through Constitutional Amendment No. 52 and Act 560 of the 1965 General Assembly, as amended, and Act 103 of the 1973 General Assembly, the State of Arkansas has established a system of community colleges. The various programs of the colleges are coordinated by the Arkansas Higher Education Coordinating Board. National Park College is governed directly by a locally elected Board of Trustees.
DEFINITIONS
Arkansas Higher Education Coordinating Board: a 12-member board appointed by the governor and charged by state law to coordinate higher education in Arkansas in order to assure an orderly and effective development of each of the publicly supported institutions of higher education.
POLICY STATEMENT
It is the purpose of this publication to set forth the philosophy, attitudes and operating procedures of National Park College in a simple and straightforward manner. It is made widely and easily available in order that the Board, employees and patrons of the service area can reach a full mutual understanding and therefore work toward the betterment of educational opportunities and facilities. These policies, far from being static, will be modified as service area needs change.

A community college is established to offer comprehensive post-secondary education experiences. In addition to the traditional academic transfer courses, each institution is charged to serve a wide variety of occupational, developmental, and community educational experiences.
This document is the basic statement of policies of the Board of Trustees of National Park College. It has been formally adopted by the Board of Trustees, and changes are made only through their official action. All other publications of the College are supplemental to this statement of policies. No employee, division, office, department, activity, or service of the College may create, enforce or institute policies without prior approval, by means of formal action, of the Board of Trustees.
Institutional procedures should be approved by the appropriate supervisor or Vice President and the president, who shall, in many instances, choose to request action by the Board of Trustees upon such procedures. Failure to meet employment obligations within the guidelines of this Statement of Policy is cause for appropriate action, to be determined by the Board of Trustees.
RESPONSIBILITY
All College employees are expected to know and abide by the policies and associated procedures in this manual.
